電影中有着對美國式抿煮和自由的嘲諷，一個只是懷着個人目的前來美國旅遊的遊客，被限制了他所有的人身自由；而他在機場領導的惡意限制下，也喪失了所謂的抿煮。電影開頭，卻很自然的拿中國人開刷。我明白太多中國人對於美國的嚮往，可是這種嚮往在電影裏卻被惡意地進行了嘲諷，中國旅遊團隊在機場裏開始企圖闖關，因爲他們被識破了偷渡的企圖，當這幫中國人大呼小叫地跑在維克多的身後，我只是感到一種悲哀和遺憾。因爲這個現象確實在西方國家中出現太多了。

在影片剛開始時我深刻的體會到一個國家的存在和強大是本國人民出國在外的強大後盾，其次是語言溝通的重要性。英語是一門國際語言，我們必須好好學習英語爲加入國際化的大社會做好準備。男主人公在影片剛開始時因爲語言不通的無助和孤獨感，我到現在還映像深刻，因此男主人公在被扣留在飛機場的時間裏用了三個月的時間快速的在陌生的環境中學習英語，並大量的學習和收集對自己有用的知識，還因此幫助了一個有孝心的外籍男子。

這部影片講述的是，一位男子，從他的國家，乘飛機來到美國紐約，爲的是完成父親的一個遺願，找到一位著名的音樂大師簽名，可是誰曾想到，當這位男子乘飛機到達美國機場的時候，他的國家遭到了反政府政變，也就是說，他的國家此刻的政府已經不存在了，當時，美國機場收到這則新聞以後，表示不能夠讓他進入美國，並且不允許他出去，只能待在美國機場內。因爲語言不通，沒有辦法交流，他憑藉着自己堅強的毅力，在機場生活，他在機場經過機，報紙學習英語，並且在機場內找到工作，爲的是能夠吃上一頓飯，在機場能夠生活下來一天，在沒有一分錢的情景下，對於一個外國人來講，人生地不熟，語言不通，是十分困難的。

最終，這名男子，竟然在這個機場成了一個名人。因爲他堅強的毅力，以及他勤奮努力的工作，學習的精神，把周圍的人全部感動，並且，人們把他的.行爲當成一種勵志精神所崇拜。

原來這部電影還是在宣揚美國人最自豪的兩樣東西：紐約，和爵士樂。

紐約，代表了自由。

電影最後，諾沃斯基終於走出了機場，踏上了美國的土地。他招來一輛出租車，司機問他從哪裏來，他說卡科日亞（電影中虛構的國名），那司機說他來自阿爾及利亞，星期四剛到。這就是美國人想讓外國人知道的美國，不管你來自哪裏，只要你來了，就有機會。

一直很想再重溫一遍藍精靈。近日忽然發現可以下載，於是下載了一集來看，可是看了一下卻大失所望。完全是給小孩子看了逗樂的，現在再看已經覺得太傻了。不過儘管如此，還是不能抹去小時候看藍精靈的美好回憶。

說道《幸福終點站》，不禁又想到了藍精靈。在影片後半段，《幸福終點站》裏的海關官員似乎有意在和諾沃斯基作對，就是不讓他踏上紐約的土地。不禁想起了格格巫，在藍精靈的一開始，格格巫追着藍精靈喊着，我討厭你們，我要把你們抓光。小時候覺得如此可怕的格格巫，原來他要抓藍精靈的理由只是因爲討厭，而抓光藍精靈，就成了他一生的事業。

機場裏，到處充滿着川流不息四處奔走不能停息的人羣。有一個這樣的人，他失去了國家的依託，此刻的他既不能回到自己的國家，又不能去自我想去的地方，他只能呆在機場裏等待，等待着有一天國家不再打仗，等待着有一天他能離開機場，去自己想去的地方，這個人就是男主角維克多。

影片講述了來自東歐的維克多·納沃斯基（湯姆·漢克斯飾），爲了實現父親的遺願——收集五十七個爵士音樂人的簽名而來到美國，沒想到在他前往美國的途中，他的家鄉就陷入了一場突如其來的政變，因此美國政府臨時取消了他的國家公民的入境申請。本已踏上美國國土的他，只能帶着那本來自一個不存在的國家的護照滯留在肯尼迪國際機場，一直呆在機場的休息室裏的他只有等待，等待着祖國戰爭結束的那一天。

電影中有一個場景非常令人感動和震撼，當一位清潔工得知維克多因爲自己而放棄去紐約時，這位花甲老人拿着一把拖把闖入了飛機場，向着一架在軌道上滑行的飛機步履蹣跚走去，最後，他舉起了拖把，頂在了飛機巨大的前輪上，而老人最後被警察帶走了。老人這麼做是爲了讓主人公不被機場官員要挾，能毫無顧忌的進入紐約。這件事間接告訴了我們在平時要幫助那些需要幫助的人，那麼在我們需要幫助時，也會有人挺身而出。而老人的精神也是可敬的，他逃亡了23年是爲了躲避七年的制裁，23年逃亡生涯肯定是苦的，但他忍受了下來。最後爲了朋友對父親堅定的承諾，以及朋友對他的真誠，他毅然決然的選擇了牢獄生活，堅定而又祥和，偉大而又永恆。

我覺得這是一部非常成功的電影，雖然它是一部喜劇，但是它通過講述一個人的故事，體現了電影的主題，同時告訴了我們許多道理。讓我們在感動的同時，進一步地瞭解那種人性的善良、執着和真誠。影片似乎也在間接告訴我們，只要真誠、善良的對待別人，對事物抱着堅定的態度，那一定會找到併到達屬於自己的幸福的終點站。

很多人從行政倫理學的角度看這部影片的時候，常常會對光頭主管弗蘭克的行政行爲給以負面評價，認爲他將過多的私人情感放到了工作中，違反了相應的規章制度。然而，在我看來，弗蘭克並沒有出現任何差錯，他始終遵守着自己的職業定規。

在影片的一開始，弗蘭克就向每一個人展示了他過硬的專業才能。這樣的才能展示，也讓所有的人都肯定地認爲，他適合這項的工作。但是，在這之後，爭議隨着情節的展開接踵而至。在看到弗蘭克爲了逼迫男主維克多離開機場而採取種種的措施時，很多人就此斷定，弗蘭克在權利謀私，他的行爲違反了該職業對他的要求。但是，真的是這樣嗎？

在一項規定的肯定和否定行爲之間，往往存在着一定的空隙，就是所謂的自由裁量權。這樣的自由裁量權，除了對那些職位工作要求嚴謹和死板的行政人員來說是有弊的之外，對其它每一個崗位上的行政人員都是必要的。因爲在行政工作中，對於變化的社會中出現的種種狀況，某些制度規定的還不甚詳細，或者不可能盡其可能性地作相應規定。因此，如何高效率地處理行政事務，就有賴於行政人員的自由裁量權的發揮。而對於這些行政人員來說，如何恰當地使用自由裁量權，很大程度上來自於其自身的職業道德修養。而不管行政人員的職業道德修養是否到位，行政人員在履行職權時，都會出現一定的偏轉，我們稱之爲自由裁量權的使用(如上圖所示)。自由裁量權既可能偏向行政人員自身，也可能偏向於社會中的其他利益集團，關鍵在於受到來自哪方面的拉力。在這一過程中，也很容易像弗蘭克一樣，將個人恩怨(即個人感性因素)注入其中。當個人的感性因素並沒有到達職權規定的範圍，而是存在於自由裁量權的範圍內時，我們一般認爲，行政人員的行政行爲是合乎規定的。至於是否合乎道德，則應根據具體的行爲和情況而定。而如果行政人員的行政行爲，受到來自社會集團或者公共利益的拉力比較大，其自由裁量權就可能外偏。但是無論內偏還是外偏，都有一定的度，一旦突破，就稱之爲權利謀私或者爲特定利益集團服務，構成了職權的違規使用。

依照這個不怎麼完備的框架，我們可以對影片中個人的行爲進行衡量。在影片中，無論是逼迫維克多進入美國，還是阻止維克多進入美國，雖然目的都不一樣，但是弗蘭克卻守着自己的職業規定的底線沒有衝破。我們應該注意到，弗蘭克對機場的規章制度很瞭解。他在誘導維克多進入美國的過程中，只是利用制度的漏洞，暗示維克多說“美國在這五分鐘內是開啓的”，而並沒有利用職權，也沒有違反其任何的職業規定，都是在規定的制度範圍內進行操作。這也包括在後來他在阻止維克多進入美國的過程中，他也只是利用了制度給予自己的審批權，加上審批權背後的自由裁量權，這也和任何的制度不相沖突。而在維克多闖關成功，進入美國之後，在面對警衛“是否要封鎖住南面的出口，並檢查每一輛汽車”的問題時，他的回答也是否定的。因爲超出機場候機大廳的地方，並不是他職權的有效範圍。可見，他並沒有被自己的私人恩怨所支配，其個人感性因素並沒有衝破邊界，仍舊以對自身職位的規定爲行爲準則。因此，說弗蘭克權利謀私，是根本站不住腳的。

那麼，弗蘭克既然沒有權利謀私，他的行爲又究竟在那裏出問題了呢?在我看來，問題出現在其行政態度上，或者說是情感層面上的人文關懷，但是絕非道德。道德這個東西，每個人從自己的角度看，都會有不同的解讀，有時還會出現道德困境。比如說，當機場裏出現一個穿着睡衣的男子到處晃盪的時候，弗蘭克選擇了誘使和逼迫其離開。這樣的行爲雖然沒有違反相關規定，但是對於機場的管理，乃至於維克多本人的希求來說，這都是好的、道德的。但是，這樣的做法對於美國國民和國家安全來說，卻缺乏道德的支撐。

那麼，對於一位行政人員來說，怎樣平衡專業能力、道德與個人情感纔算是恰當的呢?在我看來，所謂的道德和個人情感，可以融入到行政態度這一概念中，因爲他們都屬於行政人員在行政管理過程中，對某些事物或工作的主觀評價和行爲傾向。而就行政態度、專業能力與不同職位對行政人員的要求三者之間的關係，在漫長的西方管理思想史中，我們可以借用布萊克和莫頓的著名的管理方格理論模型，將其中的兩個變量代之以“專業能力”和“行政態度”，從而可以得出上圖。與管理方格理論中的兩個測量維度——縱軸“對人的關心”和橫軸“對生產的關心”——相似的是，縱軸“專業能力”代表對工作的關心，或者是工作的專業化程度;橫軸“行政態度”則代表對行政相對人的關心。將不同的區域作劃分的依據是：不同的行政職位對行政人員的專業能力和行政態度的要求是不同的。特別要說明的是，很多行政組織中並不存在諸如“低效執行者”的相關職位，但是也不排除一些行政組織中設置一定的閒職，提供給那些即將退休的低級行政人員，因此在無論是專業能力還是行政態度方面，對他們的要求都非常低。當然，這是少數行政組織中的特例。就一般而言，一個行政組織中會大量的存在圖中所表示的另八種職位。這些職位在晉升的過程中，並沒有固定的次序。

When many people watch this film from the perspective of administrative ethics, they often give negative comments on the administrative behavior of bald director Frank, believing that he puts too much personal emotion into work, in violation of the corresponding rules and regulations. However, in my opinion, Frank has not made any mistakes, he has always followed the rules of his profession.

At the beginning of the film, Frank shows everyone that he is a professional. Such a talent display, but also let all people are sure that he is suitable for this work. After that, however, controversy ensued as the plot unfolded. After seeing the measures Frank takes to force Victor to leave the airport, many people conclude that Frank is in power for personal gain and that his behavior violates the requirements of his profession. But is this really the case?

In his book Political Order in a Changing Society, Huntington said, "The public interest is neither something inherent in the laws of nature nor in the will of the people, nor is it any kind of result of political processes; the public interest is the interest of public institutions." Combined with this sentence, we look at Franks words and deeds, we will find that the reason why he forced Victor to enter the United States rather than stay in the airport at the beginning is because he wanted to maintain a stable and orderly environment in the airport, so as to better serve passengers. Although in the middle, it is also mixed with his own personal interests, that is, to create good performance for personal promotion. However, on the whole, Franks actions did not violate any rules, which is why he passed the final inspection of his superiors.

Such discretion is necessary for every executive, except for those whose positions require rigor and rigidity. For in administrative work, certain systems do not yet provide for the conditions which arise in a changing society in great detail, or it is not possible to provide for them to the extent possible. Therefore, how to deal with administrative affairs efficiently depends on the exercise of administrative personnels discretion. For these administrators, how to use their discretion properly largely comes from their own professional ethics. Regardless of whether the administrative staffs professional ethics are in place, there will be a certain deflection when the administrative staff performs their functions and powers, which is called the use of discretion (as shown in the figure above). The discretionary power may be biased towards the executive himself or other interest groups in the society, the key is from which side the pull. In this process, it is also easy to inject personal grudges (that is, personal emotional factors) into it, as Frank did. When personal emotional factors do not reach the scope of authority, but exist in the scope of discretion, we generally believe that the administrative act of the executive is in line with the regulation. As to whether it is ethical or not, it should depend on the specific behavior and situation. However, if the administrative actions of administrative personnel are strongly influenced by social groups or public interests, their discretionary power may be biased. However, whether it is internal or external bias, there is a certain degree, once it is broken, it is called power peddling or serving for specific interest groups, which constitutes the illegal use of power.

According to this incomplete framework, we can measure the behavior of individuals in the film. In the film, whether it is forcing Victor to enter the United States or preventing Victor from entering the United States, although the purpose is different, Frank has not broken the bottom line of his professional regulations. We should note that Frank is very knowledgeable about airport rules and regulations. In the process of inducing Victor to enter the United States, he only took advantage of the loopholes of the system, suggesting that Victor said that "the United States is open in these five minutes", and did not use his power, nor violate any of his professional regulations, but operated within the prescribed scope of the system. However, such an approach lacks moral support for American citizens and national security.

Franks lack of human care, as well as the moral conflicts mentioned earlier, are shown in the film through one incident, the Russian drug incident. From the initial fierce reaction of the Russians, we can counter-infer that Frank made a great mistake in his initial communication with the Russians. We can see it in the subsequent communication between Victor and the Russian. When the Russians noticed Victors gentle tone and patient attitude, his words and deeds were immediately softened. So it was Frank and his administrations lack of human care that ultimately led to the anger and petulance of Russians. However, judging from the result of the incident, it was Frank who took advantage of the loopholes of the system and successfully helped the Russian to bring the medicine on the plane, which also aroused Franks anger. As a result, many people at the airport will respect Victor when they learn of his words and deeds. However, in my opinion, such emotional factors can not be brought too much into the administrative behavior of administrative personnel. Because of this, personal emotional factors will break through the boundary, constitute qualitative interference with the form of authority, and thus make the provisions of authority face challenges. Once the challenge is successful, the terms of reference will henceforth lack the necessary binding force on the actions of the executive, resulting in greater and inevitable ethical dilemmas. Even leaving this aspect aside, Victors actions are in conflict on a moral level. From the point of view of the Russians and the airport staff, Victor is clearly a messenger of justice, an embodiment of morality, because he may have saved a dying life. But from another aspect, that is, airport supervisors and immigration management, and even national security, Victors behavior is obviously a bad exception for their supervision, such a demonstration role if carried on, will directly threaten the order and security of immigration, and eventually lead to the collapse of the airport management system. In this respect, his behavior is immoral.

So, what is the proper balance between professional competence, ethics and personal emotion for an executive? In my opinion, the so-called moral and personal emotions can be integrated into the concept of administrative attitude, because they belong to the subjective evaluation and behavioral tendency of administrative personnel towards certain things or work in the process of administrative management. In the long history of western management thought, we can borrow the famous management grid theoretical model of Black and Morton and replace the two variables with "professional ability" and "administrative attitude" to get the relationship among administrative attitude, professional ability and administrative attitude. Similar to the two measurement dimensions in the management grid theory - the vertical axis "care for people" and the horizontal axis "care for production" - the vertical axis "professional competence" represents care for work, or the degree of specialization of work; The horizontal axis "administrative attitude" represents the concern for the administrative counterpart. The basis for the division of different areas is that different administrative positions have different requirements on the professional ability and administrative attitude of administrative personnel.
